Basic Rules and Regulations for the Matches
Game Time
All matches in the tournament are to be played 2×12 minutes with the exception of ONLY the finals matches which are played 2×15 minutes.
Official Ball
(1) Men will play all the matches with the ball size 3 and women will play all the matches with the ball size 2;
(2) All matches are to be played with official tournament balls and all of the teams will be provided by 3 official balls per team at the warm-ups;
(3) Handball wax/glue is NOT ALLOWED to use in any way during the whole tournament. If a team is caught using handball wax they shall receive a warning, and if they are caught again they will lose the match automatically by 5:0. If the same team gets caught again they will be directly disqualified from the tournament;
(4) Teams are NOT ALLOWED to use their own balls in the warm-ups or games.
Time Outs
(1) No team time-outs are allowed in the group matches and placement matches (5th place and 7th place matches);
(2) In the semifinals and 3rd place matches a team is allowed to use ONLY 1 (one) team time-out in the whole match;
(3) In the finals matches a team is allowed to use 1 (one) team time-out per half.
Penalties and Cards
(1) Penalty exclusion is 1 minute for all matches;
(2) If a player receives a direct red card, he/she has the right to compete in the next game;
(3) If a player receives a red + blue card, he/she automatically loses the right to compete in the next game and the competition committee will decide if higher sanctions are needed.
7m Throws at Placement Games Draws
(1) If a match is finished with a draw and a winner has to be decided, then the match winner is decided by 7 meter penalty shootouts;
(2) Referees will make a draw with the team captains and will decide who will shoot first (referees choose the side of the shootouts);
(3) The 7m penalties are played in 5 series of shots by the system ABABABABAB, and if after 5 series of shots the result is still tied, referees decide another 5 shooters (can be the same or different shooters from the first 5 series), but sudden death rules apply (if after 1 completed series a team has the lead the match is over) and the system of shooting continues the same way ABABABABAB etc., until the winner is decided.
Age Limits
Every team can have 1 (one) player up to 5 years younger than the age limit – from next lower age group. If a team is caught using multiple younger players or a player younger 6+ years will be disqualified from the tournament.
Adjustments and Complaints
(1) Complaints for the referees decisions are not allowed and will not be taken into consideration by any team;
(2) The tournament organization team has the right to change the schedule and make any other similar adjustments at any time if it is in the tournaments best interest.
Other
Everything else not defined in these rules and regulations is used by the national federation rules (Croatian Handball Federation) and the IHF rules of the game.
